Obama Played PR Word Games On Immigration Order

 

A commentator caught the Obama White House playing public relations word games regarding the president's so-called "Executive Order" changing immigration law last month.

Corsi reported Dec. 3 that the White House never issued an "order" despite widespread news coverage repeating the term that President Obama had used Nov. 20 to announce his plan.

The president's legal advisers and many reporters who seek friendly access to the White House have avoided the story. Why? To shield the Obama White House from embarrassment and legal and political accountability, according to Corsi, right, a best-selling author with conservative viewpoints.

The situation is worth exploring. It exemplifies the public relations shenanigans, constitutional brinkmanship, secretive decision-making, and lapdog reporting that pervade Washington.

These factors were especially apparent this month. Major issues have been crammed into a lame-duck, post-election period. Elected officials are thus avoiding much of the accountability to the public that the lawmakers should face for their last-minute decision-making and do-nothing performance much of the rest of the year.

This week the House rapidly approved of the nation's one trillion dollar budget. The House cobbled together the bill in secret for the most part. The budget kowtows to bankers, militarists and multi-million-dollar campaign donors. The bill reinstates in advance a federal bailout if large banks return to speculation and face ruin if their bets fail. Among those hurt by the budget, at least in the short term, are pension recipients who had more than one employer during their working years and college students dependent on Pell grants. The bill does not make a major financial issue out of the president's immigration initiative. That battle was postponed for another day.

Corsi described his views to me in a meeting Tuesday at the National Press Club after Rush Limbaugh and the Drudge Report had echoed his scoop earlier this week.

We spoke also about how independent reporters, as in this instance, frequently scoop the "beat reporters" from mainstream news organizations regarding information embarrassing to officials on sensitive topics. For example, Corsi is the author of a bold and insightful new e-book on President Kennedy's assassination, Who Killed John F. Kennedy?

Regarding the immigration order, my check of White House websites and clippings confirmed the basics of Corsi's allegation. The White House site contains separately an Obama "memorandum" on immigration Nov. 21,"Modernizing and Streamlining the U.S. Immigrant Visa System for the 21st Century."

 
The Executive 'Order'
 

President Haider Al Abadi Sept. 8, 2014A Congressional Research Service (CRS) report from 1999 on a similar topic says little practical difference exists between a presidential "order" and "memorandum." The U.S. Constitution mentions neither concept. Over time, presidents have expanded their powers with both kinds of documents. An "order" tends to convey a more authoritative tone and imply a standard method of legal sourcing and publication, according to commentators in the field.

Corsi obtained the following confirmation from a National Archives and Records Administration librarian, Jeffrey Hartley:

“As I indicated, it would appear that there is not an Executive Order stemming from the President’s remarks on November 20 on immigration,” Hartley wrote. Hartley said that neither of the executive orders Obama signed in Las Vegas the day after his announcement fulfill his plan to defer deportations and grant work permits to up to 5 million illegal aliens.

“The only two documents that I have located are two Presidential Memoranda, which are available from the White House site,” continued Hartley’s email to Corsi. “They can also be found in the November 26, 2014 issue of the Federal Register.”

Anyone visiting the White House website in the section marked Executive Orders will see (as of this writing) that there is no order on immigration in late November even though nearly all news and opinion columns carried by the mainstream media described Obama's action with that term. A few are now starting to describe it as an "executive action," perhaps in response to Corsi's discovery.

The larger issue is that the president's action on immigration, like many from recent presidents of both parties, appears to avoid the standard legislative process taught in civics classes as required by the U.S. Constitution whereby congress passes legislation and the president either signs it or vetoes it. Instead, President Obama seems to be expanding executive power in domestic and foreign policy, much like his predecessors have done.

Corsi received a Ph.D. from Harvard University in political science in 1972. He is the author of the #1 New York Times bestseller The Obama Nation: Leftist Politics and the Cult of Personality and the co-author of Unfit for Command: Swift Boat Veterans Speak Out Against John Kerry, which was also a #1 New York Times bestseller.

He told me and broadcast interviewer, Black and Blond Media's Bob Parks and Laura Erickson, that the Obama White House appeared to be setting up the new Department of Homeland Security Secretary Jeh Johnson to take the heat for implementing amnesty without either congressional approval or other procedures required before federal rule-making.

Additionally, Corsi expressed surprise that the well-funded mainstream media would be either caught unaware of the deception or remain too timid to report it.

This is, of course, the pattern that we and many others have seen also on other current stories, including retrospectives this fall on the 50th anniversary of the Warren Commission's report on Kennedy's murder.

The Warren report on the murder is filled with obvious irregularities, including its claims that Lee Harvey Oswald acted alone in killing Kennedy with three shots from the rear and that Oswald's murderer, Jack Ruby, had no ties to organized crime.

Phil Mikan ShowI described this week's evidence of such arbitrary conduct during an hour-long interview Dec. 11 on "The Phil Mikan Show" simulcast on Connecticut stations WLIS-AM and WMRD-AM. The longtime host, a student of American history and current affairs, is appalled at similar trends, and urged listeners to learn more from my recent study, Presidential Puppetry, which he described on air as "an absolutely astounding book. Fascinating."

Corsi's admirable but challenging goal is to show young people especially that the latest research on the ongoing murder cover-up directly affects their lives. 3.

I applaud that goal, but know from our 22-part "JFK Assassination Readers Guide" published on the Justice Integrity Project site that debunking conventional wisdom with fact requires attention to detail not easy for readers to provide when fiction, fun and escapism hold inherently greater attraction.

One promising route, however, is for all of us who share these concerns to be willing to put aside party and ideological blinders at least on occasion, and examine evidence of public relations manipulation, particularly on important issues.

Beyond the immigration issue, here is Corsi's description of his JFK work and its importance: "I strongly believe that our nation knows collectively what happened on this 22nd of November 1963 and I would like to serve as the catalyst to uncover the truth."

The legislation, which will fund most of the government through the fiscal year that ends in September, passed in a bipartisan vote, 56 to 40, after a turbulent process — a fitting coda for a governing body that has often failed to govern. Many illegal immigrants are discovering that the president’s action doesn’t let families divided between the U.S. and their homelands to be reunited. Two years ago, when Obama announced a similar executive action granting temporary deportation relief to about 700,000 illegal immigrant youths, known as dreamers, the issue of family reunification was not as dire. Some dreamers grew up in the United States without their parents, but many came to the United States as children with older family members. This time, though, many of the families who qualify for the president’s protection are the same kinds of families whose children, left behind in El Salvador or Honduras, surged across the U.S.-Mexico border this year after their parents — anxious to save them from gang violence or just longing to be with them — paid smugglers to bring them north.
